Focus on and challenge the behaviour of perpetrators

• Consequences for perpetrators must be put at the forefront. Perpetrators must be held accountable for their actions. Individuals should be afraid to commit such crimes in the first place.
• Consider longer sentences for perpetrators.
• Consider diversionary opportunities to change perpetrator behaviour.
• Work with perpetrators to understand their behaviour to encourage early intervention and prevention
